What is Procurement outsourcing?

Procurement outsourcing ranges from individual process steps to full responsibility for a category. Tasks that are outsourced include supplier search and obtaining quotations, order processing, expediting, quality inspection or tail spend management. Strategic decisions and budget authority usually remain with the client company.

Reasons include a lack of capacity in the company's own procurement team, high process costs with many small orders, access to market knowledge and supplier networks, and the pooling of volume. Closely related is the procurement as a service model, in which services are called off flexibly as needed.

Prerequisites for good outsourcing are clearly defined scopes of service, KPIs such as cycle time, delivery reliability and savings, transparent remuneration models, and defined interfaces with maintenance, quality assurance and accounting. Exit planning is also important: data, supplier contacts and contract documents should be documented in such a way that switching service provider or bringing the work back in-house remains possible. It should also be clarified who holds the supplier contracts and who is liable towards suppliers.

In practice: maintenance and procurement

In the spare parts area, the part that is hardest to plan is often outsourced first: rare, discontinued or third-party parts that take a lot of time to research in-house. Standard requirements then remain in the company's own system via catalogues and framework agreements.

Frequently asked questions

Which purchasing tasks can be outsourced?

Individual process steps such as supplier search, obtaining quotations, order processing, expediting or invoice matching can be outsourced, but so can entire categories. This most frequently concerns indirect requirements, small orders and hard-to-source parts. Strategic decisions, budget responsibility and the definition of requirements usually remain with the client company, which steers performance via KPIs.

What is the difference between procurement outsourcing and procurement as a service?

With classic procurement outsourcing, a service provider takes over defined tasks or categories on a permanent basis, often with a fixed scope of services and a longer contract term. Procurement as a service relies more on flexible use: services are called off as needed and are often charged by volume or transaction. The boundaries are fluid, and many models combine fixed basic services with demand-based modules.

What are the risks of outsourcing procurement?

Risks include the loss of in-house market knowledge, dependence on the service provider and unclear responsibilities at the interfaces. Data protection, confidentiality of supplier data and the question of liability towards suppliers must also be regulated. Countermeasures are clear service descriptions, measurable KPIs, regular reports and a documented handover arrangement in case of a change of provider.
